The work is expected to be completed within a single mobilization once started, with no prolonged seasonal downtimes included in the schedule. The intent is for the scope of work to be completed no later than December 31 , 2026. The work is generally expected to be completed in phases that maintain safe access and usage of 50% of the site's available parking capacity (minimum). During partial closures, safe two-way traffic must be maintained at all times through the entrance location, with traffic management provided by the Proponent, as needed. A full-site closure will be permitted for a single 3-day period during construction. The intent of this closure is to allow for work to occur safely at the entrance, and for single phase paving over the site. Proponents will be required to submit phasing and traffic control plans for approval prior to mobilization. This Request for Proposals (the RFP) is an invitation by the City of Kingston (the City) to prospective proponents to submit proposals for Ontario Brock Lot Restoration as further described in Part 2 of the RFP Particulars (the Deliverables).
