It is the intent of the School Board of Clay County (SBCC) to establish a three (3) year firm fixed price contract for "Refuse Collection And Roll Off Containers - County Wide" as needed and specified herein for the period October 1, 2026 through September 30, 2029. The SBCC reserves the right to renew this bid for three (3) additional one (1) year contract periods upon mutual agreement, in writing. Questions on Bid shall be in writing no later than July 30, 2026 to Elaine Barton-Weeks, Buyer sent via email elaine.bartonweeks@myoneclay.net. The Contractor shall furnish, and deliver as required, all necessary labor, materials, equipment and transportation to provide all SBCC facilities with refuse collection services and/or roll off container service as specified in this ITB. All containers and services shall be in place and operational on or before January 4, 2027. Awarded Contractor shall coordinate transition with the current provider. Delivery, installation, and removal of containers shall be the responsibility of Contractor. Unit cost are inclusive of all cost and expenses associated with the collection of waste, franchise fees, pickup, handling, transportation, disposal and environmental fees and includes the services performed by the Contractor and its subcontractors, travel, overtime, man-hours, materials, equipment, supplies, labor, overhead and profit. Cost for delivery, installation and removal of containers shall be incorporated in bid pricing. No additional fees or charges will be incurred by SBCC. It is encouraged that vendor list any other items they recycle. For refuse and/or recyclable services, successful bidder(s) shall be prepared to provide 2 yd., 6 yd., and 8 yd. slant containers with lockable lids that are in compliance with industry standards. For roll off container services, successful bidder(s) shall be prepared to provide 10 yd, 15 yd, 20 yd and 30 yd containers. Any container contaminated with offensive material, or infested with insects or vermin shall be replaced by Contractor at no additional charge to SBCC. The Clay County Health Department shall periodically inspect all containers for cleanliness. Violations of this regulation standard may result in termination of the Contract. All waste collected will be transported to the Rosemary Hill Solid Waste Management Facility for disposal.
