Project Management and Administration, including overall project leadership, team management, coordination of all design and construction activities, reporting, and communications with the County. 2. Interdisciplinary Coordination among all architectural, engineering, specialty consultants, subcontractors, and utility providers to ensure a fully integrated design solution. Programming Validation and Design Development, including confirmation of project requirements, stakeholder coordination, and development of design documents through all required phases. 4. Regulatory and Agency Coordination, including compliance with all applicable federal, state, and local codes, ordinances, standards, and regulations. Coordination with Goochland County, applicable County departments, the Virginia Department of Transportation (VDOT), utilityauthorities, permitting agencies, and other authorities having jurisdiction to obtain all required reviews, approvals , permits, and authorizations necessary for design, construction, and occupancy of the Project. Cost Estimating and Budget Management, including preparation and maintenance of detailed cost estimates throughout design, value analysis, life cycle cost considerations, and recommendations to maintain alignment with the Project budget. Best Value and Innovation Recommendations, including identification of cost savings, schedule improvements, constructability enhancements, sustainable design opportunities, and operational efficiencies. Project Scheduling including development and maintenance of master project schedules, design schedules, procurement schedules, permitting schedules, construction schedules, and attendance at regular progress meetings. Cash Flow Forecasting and Analysis, including development and periodic updates of project cash flow projections. Constructability Reviews, phasing evaluations, logistics planning, and identification of potential project risks and mitigation strategies. 10. Procurement and Long-Lead Material Coordination, including identification of long-lead items, procurement planning, and recommendations to minimize schedule impacts. 11. Utility Coordination, including coordination with public and private utility providers and provision of all required utility services to the Project. 12. Document Development and Management, including preparation, coordination, quality control, and submission of all design documents, specifications , permit documents, and construction documents for County review and approval. 13. Quality Management, including implementation of quality assurance and quality control procedures for both design and construction activities. 14. Construction Services, including all labor, materials, equipment, supervision, management, and coordination necessary to construct the Project in accordance with the approved design documents, Contract Documents, applicable codes, and County requirements. Services shall include construction management, subcontractor coordination, site logistics, quality control, schedule management, cost control , safety management, inspections, testing, commissioning support, and coordination with the County and other project stakeholders through completion and final acceptance. 15. Commissioning and Systems Startup Support, including coordination of testing, balancing, startup activities, commissioning requirements, and County training. 16. Project Closeout, including submission of as-built drawings, operations and maintenance manuals, warranties, attic stock materials, training of County personnel , and support through final completion and occupancy
