The Henry S. Parker Athletic Complex (HPAC) is the County's hub for local recreation and tournament activities, generating significant economic and community impact. The facility includes two concession stands that together produce approximately $ 1 50,000 in annual gross revenue. Both concession buildings are more than 30 years old, and aging infrastructure requires upgrades to meet operational needs. In FY23, the County made improvements to Stand #1 (the larger stand) by enhancing air flow and completing roof and siding replacements. Stand #2, however, is undersized for the current volume of business and is no longer suited for modern concession operations. Following design review and consultation with a local engineer in FY25, the Department is proposing to shift primary food production to Stand #1 to mitigate heat and space limitations that exist in Stand #2. In this scenario, staff would couple regular service from Stand #1 with a mobile-service model throughout the park that would service guests at all fields. In addition, storage areas within Stand #2 could be renovated into a family restroom which would provide more inclusive facilities, particularly for users of Field 7.5 and the adjacent inclusive playground. Renovations would be planned for FY28. The project is included in the County 2027 - 2031 Capital Improvement Program (CIP).
