The Town of Winchendon is soliciting proposals from qualified vendors for a complete Electronic Message Board (EMB) system to be located at Grout Park, 420 Spring Street, Winchendon, Massachusetts, see image in section 2 below . The Town is seeking the proposal that provides the best overall value and most advantageous combination of display quality, aesthetics, functionality, reliability, vendor qualifications, support, schedule, and cost. The Town intends to install one new electronic message board to enhance communication with residents by providing timely information regarding community events, public safety alerts, emergencies, and other important notifications. The system should provide a high-quality electronic display while remaining aesthetically appropriate for the surrounding community. Each proposer shall submit two (2) distinct design options and price for each option. Each option shall include a rendering, photograph, or mock-up; materials description; proposed display specifications; dimensions; and all components necessary to provide a complete and operational system . Both design options must be capable of being completed within the project budget stated below. 2. Project Budget The Town anticipates proposals in the approximate range of $90,000 to $120,000. The project budget is intended to allow proposers to offer a higher-quality electronic display/LCD screen and related equipment with improved image quality, visibility, durability, and long-term performance. Proposals exceeding the $ 120,000 cap may be rejected as nonresponsive. Below is an image of the area where the EMB will be installed and the available utility pole relative to the approximate location of the EMB. The scope of work shall consist of that outlined in Section 1 through 6, of the Invitation for Bid at the prices listed on the Bid Form, Attachment A. All work shall strictly follow the specifications described herein. The contractor understands that the quantities stated are approximate and should not be interpreted as the actual quantities the Town will purchase or be committed to purchase. The quantities set forth in the Bid are provided for bid comparison only and the actual quantity of work to be done may vary, as determined by the Town. The Contractor agrees that he/she shall neither have nor assert any claim for or be entitled to any additional compensation for damages or for loss of anticipated profits on work that is eliminated.
