Provide comprehensive civil works services on the active airfield at Tyndall Air Force Base through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with specific requirements established by individual task orders during a five-year ordering period. Work includes demolition, repair, and new construction of heavy-load airfield pavements, including Portland Cement Concrete (PCC), Hot Mix Asphalt (HMA), and interlocking pavers. Associated work includes earthwork, subgrade preparation, grading, and related civil infrastructure improvements. Construction activities must be performed within a highly restricted, active military flightline environment and require the capability to execute complex construction phasing that minimizes operational impacts to active runways and taxiways. Work must maintain rigorous flightline safety standards, including Foreign Object Debris (FOD) prevention and coordination with Air Traffic Control and Airfield Management. All work must comply with applicable Unified Facilities Guide Specifications (UFGS) for heavy aircraft loading and Department of Defense safety requirements under EM 385-1-1. Environmental compliance requirements include obtaining Environmental Resource Permits (ERP) and the handling, containment, and disposal of contaminated soils and groundwater in areas affected by Aqueous Film Forming Foam (AFFF).
