This project includes the construction and development of one upper Floridian aquifer production well in in Gulf County, FL. Questions received less than five days prior to the date for opening of Bids may not be answered .. The completion date for this project will be 120 days from the date of the Notice to Proceed presented to the successful bidder. Liquidated damages for failure to complete the project on the specified date will be set at $1,685.00 per day All of the work under this contract is located within the areas shown in the Figures. The CONTRACTOR shall furnish all labor, materials, equipment, tools, services, and incidentals to meet project requirements and complete all work required by these Specifications, as shown in the Figures. The CONTRACTOR shall perform the work complete, in place, and ready for continuous service, including repairs, testing, permits, cleanup, replacements, and restoration required due to damages caused during this construction. All materials, equipment, skills, tools, and labor that are reasonably and properly inferable and necessary for the proper completion of the work in a substantial manner and compliance with the requirements stated or implied by these Specifications or Figures shall be furnished and installed by the CONTRACTOR whether specifically indicated in the contract documents or not. The CONTRACTOR shall comply with all Municipal, County, State, Federal , and other codes which apply to the proposed construction work. GENERAL DESCRIPTION OF WORK The project consists of the construction and development of one ( 1 ) upper Floridan aquifer ( UFA) production well, WC-3, north of the White City Water Treatment Facility (WCWTF) for the Gulf County Water Department (GCWD), as shown in Figure 1. A lithologic log for a Florida Geological Survey boring, 0.65 miles south of the proposed well, is provided in Appendix A. The work shall be performed by a licensed Florida Water Well Contractor with equipment that is adequate to complete all phases of well construction. All work shall be performed under the direct supervision of an experienced well driller and an adequate number of competent helpers. If the CONTRACTOR's equipment cannot satisfactorily perform the work provided for in these Specifications, the CONTRACTOR, at his own expense, shall substitute equipment satisfactory to the OWNER. All work shall be completed in full conformance with Northwest Florida Water Management District (NWFWMD) and Florida Department of Environmental Protection (FDEP) rules and regulations for water wells or this Specification, whichever is more stringent. DETAILED DESCRIPTION OF COMPONENTS The CONTRACTOR shall install and test one ( 1) UFA production well. A typical well-construction drawing is provided in Figure 2. The project will include the following work components: A. Notify the NWFWMD and schedule a pre-construction site inspection prior to drilling. The preconstruction inspection must verify that the proposed well location meets setback requirements. Obtain a well construction permit from the NWFWMD.
