Pavement rehabilitation, mill and overlay, traffic control signal replacement, bicycle lane and multi-use path installation, bus stop upgrades, and street light and landscaping installation. The project involves the pavement rehabilitation of New Park Avenue from New Britain Avenue to 500 feet north of the Oakwood Avenue intersection including the following elements within the 3900 feet of project length: -Mill and overlay of existing pavement (removal of bituminous concrete pavement to the underlying concrete pavement) -Replacement of two existing traffic control signals with all new equipment at the Talcott Road and Oakwood Avenue intersections -Minor revisions to the existing New Britain Avenue intersection traffic signal equipment -Implementation of a two-way separated bicycle lane facility along the west side of New Park Avenue between New Britain Avenue and Talcott Road -Installation of a multi-use path sidewalk, between Talcott Road and project limit north of Oakwood Avenue -Implementation of additional pavement markings and barriers with flexible bollard posts separating the bicycle facility from the through traffic lane -Restriping New Park Avenue to provide a road diet cross section with a center two way left turn lane -Upgrading existing bus stops with new proprietary floating bus stop platforms and sidewalk connections at two locations -Retaining most of the curbing along both sides of roadway -Retaining all existing storm drainage facilities with replacement of catch basin tops and sections of pipe as shown -Replacement of existing sidewalk slabs where shown on plans while retaining most of existing sidewalk -Replacing the existing hardscape surfaces between the curbing and sidewalks along both sides of roadway -Installing street light appurtenances along both sides of roadway as shown -Installing landscaped raised pedestrian refuge islands and median islands as shown -Replacing trees where noted -Retaining existing utility infrastructure except where noted on plans -Installing all new signs This project was requested by the Town of West Hartford and approved through the Capitol Region Council of Governments and the State of Connecticut's Office of Policy and Management. The project will be funded with both State and Town funds . The project construction shall be accomplished in accordance with the plans included with these contract documents and the State of Connecticut, Department of Transportation, Standard Specifications for Roads, Bridges and Incidental Construction, Form 819 with July 2025 Supplements. Certain items of these specifications have been modified or supplemented by special provisions which are included with these documents. The contractor shall pay the State prevailing wage on this project. The Bidder is required to submit a Certificate of Insurance in amounts and types specified, or a letter from the Bidder's insurance agent or broker that such insurance is obtainable by the time of execution of the contract, and that a Certificate of Insurance shall be provided to that effect not later than the date of the contract signing. Bonds: 10% Bid Bond, 100% Performance Bond, 100% Payment Bond. Bidders are required to have an Experience Modification Rate of 1.0 or less . It is expected that this project will begin in summer 2026 and be completed in winter 2027. The contractor shall include with their bid a Productivity schedule in the form of a bar graph showing items of work on the "Y" axis and time, in weeks, along the "X" axis. For this bid , the Town is requiring electronic submission through the Town of West Hartford's bidding portal. The Town maintains the right to reject any bid that does not meet these criteria.
