Norwich Public Utilities (NPU) is seeking bids from qualified pavement restoration contractors for the restoration of sections of pavement on North Main Street (CT Route 12) between Burnham Square (intersection of Main Street and North Main Street) and the intersection of Boswell Avenue (also CT Route 12) and Lois Street, within the City of Norwich, CT, hereafter referred to as the "project limits". Pavement restoration includes the replacement of temporary road patches with permanent road patches, followed by the milling and paving of half width and full width sections of road. All work must be in accordance with applicable Connecticut Department of Transportation (CT DOT) specifications Deadline to submit Questions Aug 31st 2026, 4:00 PM EDT Under a federal grant program titled, FY2022 Natural Gas Distribution Infrastructure Safety and Modernization ("NGDISM"), Norwich Public Utilities replaced aging natural gas mains and services within the project limits in calendar years 2025 and 2026. The final phase of this replacement project is to restore the pavement surfaces in areas where gas infrastructure has been installed and is included in the federal grant titled FY2023 NGDISM . The section of roadway between Burnham Square and the intersection of North Main Street and 8th Street has previously been permanently patched and therefore only requires a 2" mill and overlay. The section of roadway between 8th Street and Lois Street has been previously temporarily paved and therefore requires all temporary pavement removed and replaced with permanent pavement patch, followed by a 2" mill and overlay. The Contractor shall secure a CT DOT Encroachment Permit, which NPU will also be listed as an additional permittee . The Contractor will have to provide insurance coverage in accordance with the requirements provided herein.
