PROJECT DESCRIPTION: US Army Garrison - Rock Island Arsenal (RIA) is seeking a contractor to install new water, gas and electrical services to a new RV Campground Site. The civil portion of this project shall be constructed using the Iowa State Urban Design and Specifications Program (SUDAS) 2026. The technical criteria contained and cited in this Scope of Work (SOW) and all accompanying appendices shall establish the minimum construction standards for this project. The Contractor shall make the Government aware in writing of any conflicts within these minimum standards by informing the Contracting Officer's Representative (COR). The KO/COR reserves the right to determine how conflicting standards will be resolved. This project will require the following work activities: 1.1.1 Install a new 8" water main parallel to an existing 4" water main along Rodman Avenue. Extend the 8" water main to the new RV Campground Site and provide a Fire Hydrant and main valve for future connection. Once the new water main is installed, connect the 8" water main to the 4" water main and abandon a section of the 4" water main in place. 1.1.2 Install a new 1 " gas main from the 8" gas main along Rodman Avenue to the location of the new Comfort Station provided by the RV Park Contractor. Provide an isolation valve at the connection to the existing 8" gas main. Furnish and install a new gas meter at the proposed Comfort Station. 1.1.3 Install a new 13.8 KV overhead electrical service on poles from an existing pole located north of Building 25 to a 750 KVA transformer located near the proposed Comfort Station provided by the RV Contractor. 1.1.4 Refer to the Specifications in Appendix A and the Drawings in Appendix B for additional information.
