The City of Modesto (City) is soliciting Requests for Qualifications (RFQ) from qualified consulting firms to establish an On-Call Geotechnical Engineering Services List to provide geotechnical engineering services for various future Capital Improvement Program and City projects. Consultants shall provide sufficient information demonstrating their qualifications, relevant experience, available resources, capacity, and ability to provide responsive on-call services for the types of assignments identified in this RFQ and its attachments. Through this solicitation, the City intends to select up to three (3) of the highest-ranked consultants to enter into individual on-call agreements with the City. Each agreement will have a term of three (3) years from the effective date, with the option for two (2) additional one-year extensions. Selection to the On-Call Geotechnical Engineering Services List and execution of an on-call agreement does not guarantee any Consultant a minimum amount of work, compensation, or number of Task Orders. The City may elect to perform services with City staff, procure services separately, or utilize any Consultant on the On-Call List based on the City's needs and applicable procurement requirements. The City of Modesto Utilities Department undertakes a wide range of projects, including the planning, design, and construction of water, sewer, and storm drain pipelines; roadway drainage infrastructure; storm drain and sanitary sewer lift stations; water well pump stations; water storage tanks; drainage basins; buildings; wastewater treatment facilities; groundwater recharge systems; and flood mitigation facilities, as well as other utility-related projects as needed. Geotechnical engineering services supporting these projects may include subsurface characterization; soil permeability and infiltration testing; oversight and management of test well installation; slope stabilization analysis and recommendations; evaluation of soil bearing capacity; excavation and backfill recommendations; retaining wall design; pavement section design; seismic response and hazard analysis; and earthwork design. All geotechnical engineering services shall be performed under the responsible charge of a Geotechnical Engineer and a Civil Engineer licensed in the State of California.
