GMD is issuing this Request for Proposal (RFP) to solicit qualified system integrator contractors for the upgrade of its Supervisory Control and Data Acquisition (SCADA) Human Machine Interface (HMI) system. The upgrade aims to improve operational efficiency, system reliability and user experience of the SCADA systems at both facilities. This RFP outlines the scope of work, proposal requirements and evaluation criteria for a replacement SCADA HMI System at the Wilson Creek Wastewater Treatment Facility, and the West Alexander Wastewater Treatment Facility. Bid Bond Bidder shall provide a Bid Proposal Bond in an amount not less than 5% of the total main bid amount as specified with their bid proposal. Proposals that do not include the required bid bond will be marked as non-responsive and disqualified. The successful bidder will be required, within ten days following receipt of award and prior to the execution of contract, provide GMD two separate bonds: Performance Bond: In the amount equal to 100% of the total contract price, guaranteeing faithful, timely and complete performance of all terms, conditions and agreements of the contract documents. Payment Bond: In the amount equal to 100% of the total contract price, a labor and material payment bond, guaranteeing the prompt payment of all sub-contractors, laborers, materialmen who provide labor, equipment or materials for the execution of the work.
