Site work and new construction of a detention facility in Atlanta, Georgia. Completed plans call for the construction of a 120,000-square-foot detention facility; and for site work for a detention facility.
Construction management at risk services for a new 1,800-bed, 780,000-square-foot detention facility and a separate 480-to-500-bed, 120,000-square-foot Accelerated Housing Component, including pre-construction and construction services, site logistics, and electronic security systems. The selected Construction Manager at Risk ("CM") shall provide comprehensive Pre-Construction Services and, upon authorization by the County through execution of a Guaranteed Maximum Price ("GMP") Amendment, Construction Services , in accordance with this RFP and the CM at Risk Agreement. 3.3.1 Pre-Construction Services Pre-construction services are a critical component of the Project and shall be performed with the objective of establishing cost certainty, schedule realism, constructability, and risk mitigation prior to construction. At a minimum, the CM shall provide the following Pre-Construction Services: A. Project Planning, Coordination, and Governance Participate in project kickoff meetings and ongoing coordination meetings with the County, PMT, and Design Professional. Work collaboratively within the County's established project governance structureIdentify decision points requiring County direction and provide timely, well-documented recommendations to support informed decision-making. Maintain clear documentation of assumptions, constraints, risks, and dependencies affecting cost, schedule, and constructability. B. Constructability and Maintainability Reviews Perform constructability reviews at each design milestone, including review of site logistics, phasing, access constraints, sequencing, and coordination among disciplines. Identify conflicts, omissions, ambiguities, or design features that may impact cost, schedule, safety, security, or operational continuity. Provide written recommendations to improve constructability, maintainability, and long-term facility performance, with particular attention to detention operations and life-safety systems. C. Cost Estimating and Cost Management Develop and continuously update a detailed, open-book construction cost model aligned with the evolving design. Provide cost estimates at each design milestone, clearly identifying assumptions, inclusions, exclusions, allowances, contingencies, escalation, and risk items. Identify cost drivers and recommend cost-management strategies consistent with the County's budget constraints. Track and document cost impacts associated with design decisions throughout the pre-construction phase. D. Schedule Development and Management Develop and maintain a detailed Critical Path Method (CPM ) master schedule incorporating design milestones, permitting, procurement, construction phasing, and long-lead items. Identify schedule risks and constraints related to site access, security procedures, material availability, phasing, and coordination with ongoing jail operations. Propose mitigation and recovery strategies to address potential schedule impacts. E. Risk Identification and Mitigation Develop and maintain a project-specific risk register identifying potential cost, schedule, quality, safety, and operational risks. Propose mitigation strategies for identified risks and update the risk register as design and project conditions evolve. Coordinate risk mitigation strategies with the Design Professional and PMT. F. Trade Packaging and Procurement Strategy Develop a recommended trade packaging strategy designed to promote competition, cost control , quality, and schedule adherence. Advise the County on bid packaging, subcontractor prequalification criteria, and procurement sequencing. Identify opportunities for early release packages where appropriate to maintain schedule. The CM shall not self-perform construction work on the Project except where expressly approved in writing by the County. Subcontractor selection shall be conducted in coordination with the County, Program Management Team, and Design Professional, consistent with County procurement requirements.
