Reference Number 0000434272 The City of Thornton seeks consultant services to conduct an Aquatics and Site Feasibility Study for Park Village Park, a 4.7-acre site containing an aging outdoor pool complex, playground, detention basin, parking lot, and supporting facilities. The study will evaluate existing conditions, community needs, aquatic service gaps, site constraints, and regional aquatic recreation trends to determine the most appropriate long-term strategy for the site. The consultant will engage stakeholders, assess feasible redevelopment alternatives, develop a decision-making framework to evaluate tradeoffs, and identify options for accommodating existing aquatic programs if services are modified or relocated. The final deliverable will include conceptual alternatives, cost and operational considerations, a preferred recommendation, and an implementation strategy that aligns community priorities with citywide aquatic recreation needs. The Agreement shall terminate when the scope of services has been completed, unless sooner terminated by Thornton's issuance of a Termination Notice. Upon request, rates and charges may be adjusted annually for subsequent one (1) year terms on the anniversary date of the Agreement provided; however, that increases in rates and charges may not exceed the inflation rate defined by the current Denver-Aurora-Lakewood CPI as published by the U.S. Bureau of Labor Statistics. To be minimally qualified for consideration for award, proposing firms must have successfully completed three (3) projects that have a similar degree of complexity and cost within the past three (3) years. Proposing Firms shall also have a valid Landscape Architect Certification in Colorado.
