The Contractor shall furnish all labor, materials, equipment, logistics and technical expertise to plan , execute and report on site characterization, monitoring, well rehabilitation/replacement, IC planning and remediation strategy development suitable for Kotzebue's remote Arctic conditions. Work will build on prior data and close identified data gaps, with an emphasis groundwater monitoring, contaminated soil delineation along the former pipeline and potential alternate release areas in the vicinity of MW11 and MW16. 4.0 APPLICABLE REGULATIONS & GUIDANCE Work shall be performed in accordance with, but not limited to: o ADEC 18 AAC 75 (Oil and Other Hazardous Substances Pollution Control) ADEC Field Sampling Guidance (current) EPA Low-Stress (Low-Flow) Purging and Sampling Procedures and DEC's "Well Guidance" RCRA (IDW characterization and disposal) All applicable federal, state, tribal , and local regulations BIA policies and tribal coordination requirements 5.0 REQUIREMENTS AND TASKS Task 1 Project Management & Planning Conduct a kickoff meeting within 2 weeks of contract award; provide minutes within 10 business days. Review prior reports and datasets. Prepare and submit for BIA/ADEC approval: Site Characterization & Groundwater Monitoring Work Plan (18 AAC 75.335 compliance) Sampling and Analysis Plan (SAP) with analytical suites (DRO, GRO, RRO; BTEX/VOC; PAH). Site-Specific HASP (cold-weather, permafrost, tidal surge operations). Logistics plan addressing remote mobilization/demobilization, seasonal access, equipment winterization and community coordination PERFORMANCE LOCATION Field activities will occur in Kotzebue, within Lots 3-5 and Tract 4A (former hospital/school pipeline corridor and current school complex area).
