In 2026, Ingham County approved funding for the construction of a new Youth Center. The County intends to replace the existing facility with a modern, purpose-built building that supports safe operations , effective programming, and long-term adaptability. The new Youth Center is planned as an approximately 40,000 gross square foot facility, with expansion potential to approximately 50,000 gross square feet, and will maintain a capacity of 24 youth. The programming and conceptual design phase are in progress and expected to be completed in parallel with the onboarding of the construction manager. Preliminary program and drawings are attached to this RFP for reference. The programmed space is expected to be approximately 40,000 square feet total upon completion of the conceptual design phase, for which there is an estimated $34 million for construction to be generally inclusive of, but not limited to, the building construction, site work and utilities / infrastructure. The owner will provide geotechnical services, abatement, commissioning, move management, and potentially other vendors who can provide design-assist services that will be coordinated by the construction manager. The County intends to engage the CM to provide preconstruction services during the schematic design and design development phases, and work with the design team to create bid packages as needed to provide efficient progress of construction as the design is completed. Construction is anticipated to start in the fall of 2027. The CM will provide a work plan and proposed schedule with the RFP response to demonstrate how best to complete the project in the most efficient and cost-effective manner.
