The City of Bellingham (City) is seeking Request for Qualifications (RFQ) from geotechnical engineering and/or contractors capable of exploring subsurface soil conditions in order to complete a drainage-basin-wide preliminary soil assessment in the Happy Valley Neighborhood in Bellingham, Washington, known as the Happy Valley Infiltration Assessment Study ("The HVIA Study"). Question Deadline 08/25/2026 at 4:00 PM PT bids@cob.org Questions can be addressed to the Purchasing Office or by email Bids@cob.org. The City reserves the right to postpone making the award for a reasonable length of time, to reject all submittals or parts of submittals as may be in the best interest of the City. The method of Contractor Selection has not been Determined at this time. Requests for proposals for design services is underway.
