Provide all planning, equipment, materials, labor, trenching, installation, configuration, testing, and commissioning necessary to install a new Gallagher Security System and its associated infrastructure for facility access control. The system shall provide proxy card access into and out of facilities and shall be compliant with U.S. Customs and Border Protection (CBP) requirements, Homeland Security Presidential Directive 12 (HSPD-12), Federal Information Processing Standards (FIPS 201), and Federal Identity, Credential, and Access Management (FICAM) standards. The security solution shall include electronic access control capabilities, integration with cryptographic smart cards (PIV cards), secure database management, and tamper-resistant hardware to control physical access and support secure credential management. The work includes furnishing and installing equipment meeting or exceeding the specified technical requirements, including Gallagher C305430 High Security T11 Multitech Readers, door licenses, gooseneck stand tandem adapters, Category 6 outside plant cabling, tray cable, associated infrastructure, and all required labor. The contractor shall perform trenching, conduit installation, junction box installation, asphalt and concrete saw cutting, and all related construction activities necessary to support the new security system installation.
