Site work and renovation of a mixed-use development in Leon, Kansas. Completed plans call for the renovation of a municipal facility; and communication facility.

Installation and improvement of storm sirens located in the alley behind City Hall. The following specifications were developed to narrow the scope of this project and provide an equal way to compare bidders. These specifications are not intended to eliminate or cause hardship to a particular bidder. This equipment and these services are readily available by many different vendors and your lack of ability to meet this specification is not considered a hardship by the Owner. 1. New Pole (50') tall and buried 7' to be installed in alley behind City Hall as designated by the city. City to provide. 2. Removal of existing storm siren at Stadium & Charles 3. Storm Siren shall be compatible with the Butler County Emergency Management System operates similar to 2001 Model 130 db. 4. AC/DC Pole Power from Evergy and then divert to battery bank. 5. Warranty must be provided on equipment and installation. This means on onsite warranty. There needs to be at minimum, a one-year warranty on the controls and five-year warranty on the siren head . If the vendor wishes to extend these warranties, it will be acceptable. 6. Bidder must use the same style of sirens that Butler County EMS uses. 7. The siren control must be UL Listed. 8. Bidder must identify if they are the seller of equipment with installation by another party or will be the original installer. 9. References for installed systems to be included with Bid. 10. Bidder must be at least registered with SAMS.gov in order to bid the project. 11. Vendor should be aware that the Butler County Dispatch activates the sirens around the county using their VHF paging system. The new storm siren system needs to have a VHF received that can be activated as needed. The approved vendor will meet with the County on how to configure the activation signal. 12. No pre-bid will be scheduled for this project. It is in the best interests of the proposed bidders to review the project site prior to bidding. 13. City will apply for a sales tax exemption certificate. 14. Contractor/vendor will provide documentation, if an out of state bidder, that they can perform required services in Kansas. Bonds: Bid Bond required (unspecified amount), Performance Bond required (unspecified amount), Payment Bond required (unspecified amount). All questions arising under this Contract which relate to the application or interpretation of (a) the aforesaid Anti-Kickback Act, (b) the Contract Work Hours and Safety Standards Act, (c) the aforesaid Davis-Bacon Act, (d) the regulations issued by the Secretary of Labor, United States Department of Labor, pursuant to said Acts, or (e) the labor standards provisions of any other pertinent Federal statute, shall be referred, through the Local Public Agency or Public Body and the Secretary of Housing and Urban Development, to the Secretary of Labor, United States Department of Labor, for said Secretary's appropriate ruling or interpretation which shall be authoritative and may be relied upon for the purposes of this Contract.
