The project scope is complex and involves many different types of work including the construction of large diameter sewer interceptor in challenging soil conditions and deep depths of bury, a critical microtunneling installation underneath Interstate 35, an aerial crossing of Spring Creek, and work within floodplain areas. It is necessary, therefore, that the Contractor and his management staff not only have experienced staff and equipment but also the previously demonstrated experience and qualifications in constructing improvements under these conditions, as well as flexibility and cooperation with owners and engineers in accommodating changes and changed conditions expeditiously and at the lowest practical additional cost and time. The successfully prequalified bidder will have been recognized by previous owners and engineers as having produced high-quality work in a spirit of partnering and responsiveness while accommodating changes.
