The City of Muscatine invites qualified contractors to submit Statements of Qualifications (SOQs) for downtown building stabilization and demolition services. Respondents shall demonstrate the experience, technical expertise, safety performance, and resources necessary to complete stabilization and demolition projects safely, efficiently, in compliance with all applicable federal, state, and local regulations, and in a professional manner. This RFQ is intended to identify firms qualified to perform stabilization and demolition services. Shortlisted firms may be invited to participate in a subsequent Request for Proposals (RFP) or competitive bidding process. Participation in this RFQ does not guarantee eligibility for, invitation to, or award of any subsequent contract. Unless otherwise authorized by applicable law, failure to participate in this RFQ shall not preclude an otherwise eligible contractor from submitting a bid in a subsequent competitive bidding process. This RFQ is for purposes of evaluating contractor qualifications only and does not constitute a solicitation for bids, a request for proposals for construction services, or an offer to enter into a construction contract. No construction contract will be awarded through this RFQ. Any subsequent award of a contract for a public improvement will be made in accordance with Iowa Code Chapter 26 and all other applicable procurement requirements. Nothing in this RFQ shall be construed as permitting the City to award a public improvement contract on the basis of qualifications alone where competitive bidding is required by law. The anticipated project consists of installing bracing to stabilize a row of downtown buildings followed by the demolition of one or more adjacent buildings, including but not limited to: Installation of compression bracing and/or support systems Complete structural demolition Interior demolition, where applicable Removal of foundations and below-grade structures as specified Site clearing and grading Removal of debris and waste materials Utility disconnection and coordination Environmental protection measures Erosion and sediment control Preparation of the site for future development Questions regarding this RFQ may be submitted no later than August 30 to alimburg@muscatineiowa.gov. Contractor responsibility for construction means, methods, sequencing, temporary protections, site safety, and other construction-related matters will be established in the subsequent bidding and contract documents. Nothing in this RFQ authorizes a respondent to perform work or independently modify any stabilization or structural design.
