Park Avenue, 2nd Floor front counter near the elevators Sanford, Florida 32771 RE: Solicitation RFQ 25/26-18 Solicitation Title: Marina Isle Breakwater Wall Reconstruction Attention: Marisol Ordonez, Purchasing Manager Bids will be immediately opened after the bid due date and time and read out loud at the City Commission Chambers at 300 N. Park Avenue, Sanford, FL 32772. Note: All prospective Proposers are hereby cautioned not to contact any member of the City of Sanford staff other that the specified contact person, which is the Purchasing Division at purchasing@sanfordfl.gov Question Deadline 09/17/2026 at 2:00 PM ET The City is seeking to establish a new solicitation for the existing vendors under the Consultant Competitive Negotiation Act (CCNA). The size of the work task authorization will be limited to the financial constraints imposed by Section 287.055, Florida Statutes, for professional services secured from a continuing contract. The City of Sanford wishes to replace portions of the Marina Breakwater Walls and Pilings damaged by Hurricane Ian. The location of the breakwaters is depicted below. . The City wishes to conduct the following repairs. 1. Remove and replace 6 each of concrete wave panel 7.25 LF x 8 IN Thick x 14 FT. H. This includes North Wall Panels 2.,3,5, & 8 ; and South Wall panels 1 & 2. Remove and replace 9 each of Concrete Intermediate Piles, 22 IN L x 18 IN W x 40 VLF. This includes North Wall intermediate concrete piles 2,3,4,5,6, & 8; and South wall intermediate concrete piles 2,3 , & 4 . 3. Remove and replace 2 each of Concrete End Piles, 22 IN L x 18 IN W x 40 VLF. This includes North Wall pile 9 ; and South Wall pile 1 . Phase 1 Project Kick-off: the following tasks will be performed under this scope item. 1. Kick-off meeting - The engineering firm will hold initial discussions with the City to set the goals, objectives , and expectations, and to define the design and performance requirements. 2. Information review - The engineering team will collect necessary information and extract relevant information pertaining to the project for further use. 3. Initial site visit and surveys - Visit the site to examine the condition of the above-water portion of the existing wall. Bathymetric, topographic, geotechnical, and environmental surveys will be conducted during this stage. - 4. Project management and coordination - The engineering team will coordinate with the City, sub-consultants, and the Marina design consultant in order to provide seamless flow of information, communication, and project management. . Permitting Pre-Application Meetings - The engineering team will participate in a preapplication meeting with the Florida Department of Environmental Protection (FDEP) and the U.S. Army Corps of Engineers (USACE) to clearly identify the project's permitting requirements for the SAV and Benthic Survey. Other applicable federal, state, and local regulatory agencies. The Proposer shall also demonstrate the ability to prepare technical documentation and respond to Request for Additional Information (RAI's) associated with the permitting process. 6. Topographic Surveying - The engineering firm will collect panel and piling information (panel widths between pilings, panel thickness , piling thickness and locations. The engineering firm will also collect bathymetry within 20' of the walls at 10' intervals. This information will supplement the survey work already gathered for the Marina Seawall Reconstruction Project. 7. Coordination with the City - The engineering firm will try to identify feasible and cost-effective mitigation opportunities with the design, if any are available, that would make the Breakwater Wall more resilient to future hurricanes. Any such options will be discussed with the City during the kick-off meeting before implementing them into the design phase. a. Deliverables i. Kick-off meeting minutes. ii. Signed and sealed Topographic Survey: a. Contour map (10 ' contour intervals). b. Deliverable coordinate system and vertical datum: NAD83 (1990) / NAVD88.
