Reference Number 0000434896 The purpose of the Wilson Parks & Recreation Comprehensive Master Plan is to establish a unified ten-year vision for the Citys parks and recreation system and provide a practical framework for guiding future decisions, investments, and improvements. The Master Plan shall satisfy 2027 NRPAs Commission for Accreditation of Park and Recreation Agencies (CAPRA) Standards, incorporate current NRPA best practices, and establish measurable goals, objectives, and performance measures that support continuous improvement and future CAPRA accreditation. The planning process shall take a balanced approach to both the existing parks and recreation system and future community needs. The Plan should identify opportunities for new programs, activities, facilities, and amenities based on changing demographics, recreation trends, community preferences, and projected demand. At the same time, equal consideration shall be given to maintaining, improving, and maximizing the City's existing parks, facilities, infrastructure, programs, and other investments. A key objective will be to establish a consistent level of quality, functionality, accessibility, safety, maintenance, and overall user experience throughout the Citys parks and recreation system. The consultant shall help the City identify appropriate standards for different types of parks and facilities and evaluate opportunities to bring the system toward those standards through maintenance, renovation, modernization, replacement, or new development as appropriate. The Master Plan shall also evaluate how efficiently the City's parks and recreation system is operated and maintained.
