Painting of an exterior building mural. This Performance Work Statement (PWS) establishes the requirements for a Firm-Fixed-Price (FFP) contract to furnish all labor, supervision, management, transportation, equipment, tools, materials, supplies, incidentals, and quality control necessary to prepare, paint, and complete an exterior mural on Building 1418 located at 9450 Jackson Loop, Fort Belvoir, Virginia. The Contractor shall perform all work in accordance with applicable Federal, Department of Defense (DoD), Department of the Army (DA), installation safety requirements, and accepted commercial painting industry standards. The Government will provide contract administration through the Contracting Officer (KO) and designated Contracting Officer's Representative (COR). The Contractor shall ensure all work is completed in a professional manner that results in a durable, aesthetically pleasing mural meeting the approved design requirements. 2. DESCRIPTION This requirement is for the preparation and painting of an exterior mural on Building 1418, Fort Belvoir, Virginia. The Contractor shall furnish all personnel, materials, equipment, lifts (if required), primers, coatings, masking materials, stencils, and accessories necessary to complete the project. The mural shall be applied using the Government-approved artwork and shall include all preparation, layout, painting, detailing, touch -up, cleanup, and disposal necessary to produce a finished product acceptable to the Government. The Contractor shall protect Government property during execution of the work and restore any damaged areas resulting from Contractor operations. The work requirements are derived from the contractor proposal for commercial exterior painting and mural installation. The Contractor shall provide all labor, supervision, equipment, materials, transportation, tools, safety equipment, permits ( if required), and quality control necessary to perform the following: 5.1 Project Management The Contractor shall: Coordinate all work with the Government COR. Provide project schedule prior to mobilization. Coordinate access requirements with HHC, 249th EN BN Point of Contact and installation personnel. 5.2 Site Protection Prior to beginning work, the Contractor shall: Protect sidewalks, doors, windows, landscaping, signs, utilities, and adjacent surfaces. Install drop-cloths, masking materials, and protective coverings as necessary. Prevent overspray and paint migration onto surfaces that are not within scope of this project. See Proposal 175813-1 , Page 2 for a visual depiction of the surface(s) to be painted.
