The Southside Water Reclamation Facility (WRF) currently has a rated capacity of 7.6 million gallons per day (MGD) annual average daily flow (AADF). The proposed upgrades for the Southside WRF will improve the overall function, capacity, and reliability of the facility. All work is located at the Toho Water Authority Southside Water Reclamation Facility (WRF) located at 5701 Michigan Ave., Saint Cloud, FL 34772. Dewatering System Expansion: CMAR to provide pre-construction and construction phase services related to a new dewatering facility, centrate lift station , sludge feed pumps, sludge off-loading station, and related civil , mechanical , electrical, and instrumentation and control improvements. Process Control Improvements: CMAR to provide pre-construction and construction phase services related to aeration system upgrades and internal recycle pump upgrades including blower replacement, new blower canopy structure, replacement of diffuser system and associated piping, newprocess control system including sensor probes; air control valves; and air flow meters, internal recycle pump replacement, and related civil ; mechanical; electrical; and instrumentation and control improvements. The successful respondents shall utilize an open book approach to the projects and provide pre-construction services and a Guaranteed Maximum Price (GMP) with full disclosure of actual costs to TOHO for the project. Preconstruction responsibilities include, but are not limited to value engineering, construction cost estimating, constructability reviews, associated meetings and conferences, and open-book GMP development.
