Questions Due: Friday, September 18, 2026 at 4 p.m. The City of Rolling Meadows invites qualified engineering firms to participate in the Request for Qualifications (RFQ) process for the procurement of various engineering services. This RFQ process aims to select a shortlist of pre-qualified engineering firms based on their qualifications, expertise, and experience to provide high-quality engineering services. This RFQ will not result in a contract award. Instead, this RFQ will result in a list of qualified firms that will be forwarded project specifications on an as-needed basis. All respondents of this RFQ are subject to instructions communicated in this document and are cautioned to completely review the entire RFQ and follow instructions carefully. This RFQ is aimed to be a two-year program to shortlist engineering firms for each project(s) and/or program(s). City System Overview: Water: The City of Rolling Meadows Water infrastructure consists of 110 miles of distribution mains, 4 pumping stations, 4 emergency deep wells, 5,842 residential water services, 365 Commercial Services, 314 multi-family services, 40 industrial services, 57 government and school services, and 1,493 Fire Hydrants. The City receives Lake Michigan Water through NSMJAWA from Chicago Sanitary: The City maintains 82 miles of sanitary mains as well as sanitary laterals up into the right of way. The City has three lift stations that are treated by MWRD. The City has divided the City into high-priority areas in which get smoke-tested, dye-tested, televised, and checked for I&I. The City spends a great deal of capital money on Cured-in-place pipe, t-liners, and manhole rehabilitation. Storm: The City of Rolling Meadows Storm infrastructure consists of 122.82 miles of City-owned Storm infrastructure. The City also maintains 269 storm outfalls. The city's stormwater is primarily directed toward Salt Creek watershed. The City has been utilizing cured-in-place pipe to rehabilitate old storm mains, as well as manhole rehabilitation. Environmental Resources: The City of Rolling Meadows maintains approximately 12 miles of the Salt Creek Streambank. The City also maintains several ponds and wetlands. Transportation: The City of Rolling Meadows owns and maintains approximately 70 miles of local roads and approximately 136 miles of parkways. Streets mainly consist of asphalt pavement with sidewalks, parkways, curb and gutters, and streetlights. Structural: The City of Rolling Meadows owns and maintains 12 bridges. These include the following locations: Barker Avenue, Campbell Street, Carriageway Drive, Central Road (2), East Frontage Road, Fox Lane, Kirchoff Road, Lois Lane, Meadowbrook Industrial Court, Old Plum Grove Road, and West Frontage Road. The bridges are inspected on a two-year cycle. The City seeks services for the following categories: A. Water Utilities: This category includes surveying, planning, designing, contract administration, construction management, and grant submittals/management (if applicable) of water infrastructure, regulatory compliance, water storage, water distribution, (4) four pump stations, (3) three pressure-reducing valves, and (4) four emergency wells. The City is currently in the construction phase of major capital improvement projects to increase pressure on the west side of town. This includes a new pressure adjusting station and major pump station improvements. This will create a second pressure zone for the City. B. Sanitary Utilities: This category includes surveying, planning, designing, contract administration, regulatory compliance, construction management, and grant submittals/ management (if applicable) of all sanitary infrastructure and (3) three lift stations. C. Storm Utilities: This category includes surveying, planning, designing, contract administration, regulatory compliance, construction management, and grant submittals/ management (if applicable) of stormwater infrastructure, detention basins, culverts, flood control/ management, watershed planning, and diversion channels. This category also includes a city-wide stormwater master plan. D. Environmental Resource: This category includes surveying, planning, design, contract administration, regulatory compliance, construction management, grant submittals/ management (if applicable) for improvements to the City's streambanks, ponds, and stewardship of wetland and open land properties. E. Transportation Engineering: This category includes surveying, planning, designing, contract administration, construction management, traffic impact studies, intersection design studies, roadway pavement evaluation, traffic calming, grant submittals/ management (if applicable), and knowledge of the local, county, state and federal design guidelines and requirements of roadway infrastructure. F. Structural Engineering: This category includes surveying, inspection, planning, designing, contract administration, construction management, grant submittals/ management (if applicable), and knowledge of the local, county, state and federal design guidelines and requirements of bridge infrastructure. Consultants should seek answers to questions or clarifications of any ambiguity, conflict, omission, or other error in this proposal in writing. Written questions should be sent via email to pw@cityrm.org by no later than 4 p.m. on Friday, September 18, 2026. Answers provided to all questions will be shared promptly via an addendum to the RFQ, which will be posted to the City's website and via e-mail to all known interested parties. If you would like to receive any addendums, please submit an email to pw@cityrm.org before the written question deadline. The City reserves the right to amend this RFQ by addendum prior to the final proposal submittal date; to waive irregularities and informalities; and to request additional information necessary in order to evaluate the responsibility and responsiveness of proposers and their proposals, whether in the form of a presentation, interview, or consultation with references. All proposals will become property of the City and no payment or reimbursement will be made for any proposal submitted. The method of Contractor Selection has not been Determined at this time.
