This document describes the general requirements for replacing the end-of-life (EOL) Intrusion Detection System (IDS) and Automated Access Control System (AACS) for the 548th Intelligence, Surveillance and Reconnaissance Group (ISRG) at Beale Air Force Base. The Contractor shall evaluate, design, and modernize the current IDS/AACS architecture (approximately 18 Honeywell V5 panels) to Honeywell V6 panels. The evaluation of the related infrastructure must include cabling, wiring, switches, hubs, software applications, system management, and peripherals to determine modernization needs to ensure efficacy while operating within the bounds of the current base IDS/AACS infrastructure. During evaluation, the contractor shall identify any additional repairs required and provide a quote to the Contracting Officer immediately. Additionally, deliverables due upon completion of evaluation include layout of existing V5s on map, project execution plan, estimation of downtime/impact to system, and estimation of escorts required by phase. These additional repairs may constitute a modification to the contract if the government agrees and a modification is issued by the Contracting Officer. The system must operate on Windows 10 (or later/approved secure OS) and provide fully functional, integrated reporting capabilities. The upgraded systems shall seamlessly integrate with the existing base infrastructure and annunciate at the 9 SFS Base Defense Operations Center (BDOC). Current system utilizes VBM 3 and VCC 2. Use of compatible software is required, but the software does not have to be an exact replacement of the existing AACS/IDS software, so long as the upgrade remains compatible with the existing infrastructure.
