The Omaha Metropolitan Utilities District (the District) is seeking qualified contractors to submit letters of interest in bidding on a Competitive Sealed Proposal (CSP) for construction of an AWWA D110, type 3, style 12 million gallon prestressed concrete tank as a finished water storage reservoir in compliance with approved plans and specifications. Following the Letter of Interest process, Contractors the District determines to be qualified to perform the project will be given the opportunity to submit proposals through a CSP process. The Omaha Metropolitan Utilities District (the District) is seeking qualified contractors to submit letters of interest in bidding on a Competitive Sealed Proposal (CSP) for construction of an AWWA D110, type 3, style 12 million gallon prestressed concrete tank as a finished water storage reservoir in compliance with approved plans and specifications. Following the Letter of Interest process, Contractors the District determines to be qualified to perform the project will be given the opportunity to submit proposals through a CSP process. 1. The District has engaged Black & Veatch Corporation for design services associated with constructing a new 12 million gallon reservoir, pump station and associated infrastructure improvements. The facilities will be located at approximately 195th Street and State Street in Northwest Omaha. The District intends to issue two separate construction contracts: one for the reservoir, and one for the pump station and associated infrastructure improvements. This LOI request applies to the reservoir contract only. 2. The reservoir contractor will be fully responsible for the construction of the foundation and all above grade aspects of the new reservoir. Fieldwork for the geotechnical investigation has been completed and the report is currently in progress. Sub-grade preparation requirements and contractor responsibilities are pending and will be defined in the CSP documents. 3. The District desires that the reservoir and pump station are fully operational by the Spring of 2029. Interested Contractors will be expected to outline in their proposal their ability to complete the construction of the 12 million gallon reservoir by December 31, 2028, to allow time for start-up and commissioning of the pump station in early 2029 in advance of peak water demands. 4. The District made the decision to utilize a CSP process based on the critical timeline of this project, the limited bidding market for these types of reservoirs, and the ability to factor in the experience of the proposed project team in the Contractor selection. Contractors responding to this Letter of Interest (LOI) are responsible for carefully reading the information contained in the following criteria and submitting a complete LOI. Any incomplete LOI and/or LOI submitted beyond the closing date and time will be considered non-responsive and subject to rejection. The intent of the District is to Pre-Qualify the Contractors who desire to submit Competitive Sealed Proposals (CSP) at a later date. Only the pre-qualified firms determined from this process will be allowed to submit a CSP response.
