The Nisqually Building Department on behalf of the Nisqually Indian Tribe is issuing a Request for Proposal (RFP) for interested Contractors to submit proposals for the Solar Installation at Nisqually Tribal Health Services Building project. Minority and disadvantaged companies are encouraged to submit proposals. Question Deadline 09/21/2026 Questions may be directed to AJ Mullen, Building Department Project Manager 360- 456-5221 Ext: 1273. Questions and answers will be shared in an addendum posted September 25th, 2026, with all contractors and posted online. Bidder hereby acknowledges receipt of the following Addenda by filling out the attached Bid Form for RFP # 2026 - THSS The Contractor shall provide all labor, materials, engineering, coordination, and professional services necessary to design, engineer, procure approvals, install , commission, and support data collection for the proposed solar photovoltaic (PV) system, as described below. The Project site includes an existing emergency generator and Automatic Transfer Switch (ATS) system that serves sensitive building loads. The solar PV system design shall be developed to ensure seamless integration with existing electrical infrastructure and shall not interfere with, compromise, or disrupt generator or ATS operation under any operating condition. The system size should be around 265kw DC. A. Design Services 1. Develop a complete solar PV system design, including system layout, equipment selection, single-line diagrams, and structural and electrical configurations. 2. Identify and document the proposed utility point of interconnection. 3. Coordinate system design to ensure compatibility with the existing generator and ATS systems, including proper protection, controls, and isolation strategies . (Specifications of the generator and ATS at the end of the scope of work section) 4. Provide stamped drawings and documentation as required by applicable codes and authorities having jurisdiction (AHJS - NIT and Puget Sound Energy (PSE)) B. Engineering Services 1. Perform all necessary electrical and structural engineering analyses. 2. Ensure compliance with all applicable federal , state, local , and utility requirements, including current National Electrical Code (NEC) standards and PSE standards. C. Utility Interconnection - Puget Sound Energy - Distributed Renewables Schedule 152 1. Prepare and submit all required utility interconnection applications and supporting documentation. 2. Purchase any safety equipment, pay any fees or study requested by PSE. 3. Address any utility comments, revisions, or additional requirements necessary to receive permission to operate. 4. Coordinate with the serving utility provider through review, approval, and permission to operate (PTO) D. Installation 1. Order, purchase, deliver, and install all equipment, materials, and components required for a complete and operational solar PV system . 2. Perform installation in accordance with approved drawings, manufacturer specifications, and applicable codes. 3. Coordinate installation activities to prevent disruption to building operations and ensure uninterrupted functionality of the generator and ATS systems. E. Testing and Commissioning 1. Perform system startup, functional testing, and commissioning to ensure 100% of the system functioning. 2. Verify proper integration with existing electrical systems, including confirmation of generator and ATS operational integrity. 3. Provide commissioning documentation. F. Warranty and Workmanship 1. Provide warranty and workmanship information on equipment. (Items and Duration) 2. Provide as-built drawing with finalized details for the Tribe. G. Data Collection Support 1. Assist Owner with system monitoring setup and configuration. 2. Provide guidance on performance data collection and reporting tools. 3. Support initial performance verification and baseline data acquisition following commissioning.
