This solicitation provides an opportunity for prospective contractors to demonstrate their experience and resources available to successfully complete the project. Only contractors approved through this solicitation will be allowed to bid on the project. All questions concerning this RFQ or requests for additional information should be submitted through online. Questions on accessing the website should be directed to Sandra Ramirez (208) 489-0423. The Q&A period for this opportunity ends at 12:00 PM MST on September 18, 2026. Questions must be submitted through the City's Euna/Bonfire website. You will not be able to send messages after the Q&A period. This work involves providing materials, equipment, and personnel necessary for the drilling, development, and testing of a new potable water production well for the City of Meridian. This project will involve the following work for Production Well 11 -B: Mobilizing to the well site and setting up all equipment and materials for the drilling, construction, development, and testing of one new water supply well. Implement erosion and sediment control plan (ESCP) as required by the Owner to meet all project, local, state, and federal requirements for water quality and erosion and sediment control . The ESCP shall be implemented and approved prior to beginning construction. Seal the annular space between the 24-inch diameter surface casing and the minimum 28-inch diameter borehole with 3/4-inch bentonite chips from ground surface to approximately 50 feet below bgs. For bidding purposes, assume the casing and seal will be installed to 50 feet bgs. Drill minimum 24-inch diameter borehole and install 20-inch diameter mild steel surface casing from 3 feet above ground surface to depth determined by Engineer. The surface casing shall be installed through the surface gravels and sealed into a confining layer approximately 40 to 60 feet below ground surface (bgs ). Seal the annular space between the surface casing and borehole with cement-bentonite grout, cement grout, or bentonite chips from ground surface to the bottom of the surface casing. The surface casing shall serve as the protective casing for monitoring wells. Drill a nominal 8 to 12-inch diameter exploration pilot borehole below the surface casing to a depth of approximately 850 feet below ground surface (bgs) or as directed by the Engineer. The Contractor may drill other pilot bore diameters with approval from the Engineer. Note: The Contractor shall not stop drilling of the pilot-bore in a sand layer. If total depth on the conceptual diagram is reached and drilling is still in a sand layer, then contact the Engineer for permission to proceed to the next confining layer (clay/silt layer). Pilot-bore drilling will proceed with direction from the Engineer below the conceptual design maximum depth until approximately 7 to 10 feet of a confining layer is drilled below a sand layer. Conduct geophysical logs including caliper and deviation of the pilot borehole. Abandon pilot borehole to confining layer below deepest monitoring well completion as directed by the Engineer. Abandonment method and materials shall be as required by Idaho Department of Water Resources (IDWR) requirements. Ream exploration borehole to nominal 19-inch diameter to depth determined by the Engineer. Conduct caliper log of the reamed borehole. Completing a plumbness and alignment survey of the pilot borehole. Furnish and install up to seven (7) 4-inch monitoring wells and one (1 ) 3- inch monitoring well in the borehole from 2.5 feet above ground surface to depths designated by the Engineer. Seven monitoring wells will be constructed with nominal 4-inch diameter Sch. 80 PVC flush-thread casing and 0.020-inch slot-size Sch. 80 PVC screens. The eighth monitoring well, if used , will be constructed of nominal 3-inch diameter Sch. 40 PVC flush-thread casing and 0.020-inch slot-size Sch. 40 PVC screens. Install graded sand filter packs at least 5 foot above and below each well screen interval, and at least 10-foot-thick seals above and below each well screen interval , as directed by the Engineer. Develop each monitoring well. o Install test pump in each monitoring well to depths determined by Engineer. o Test pump all wells simultaneously for one week. o Disinfect each well. o Provide lockable, weather-proof steel cover for the surface casing, and permanently affix the IDWR well tag to the surface casing. Materials other than steel may be acceptable and design of cover must be approved by the Engineer. Clean site and demobilize. Intent to Bid by Sep 24, 2026 4:00 PM MDT.
