Development and implementation of nature-based, natural infrastructure projects to address chronic flooding, including flood storage capacity enhancement. The Department desires to solicit one or more natural infrastructure Full Delivery flood mitigation projects to improve flood resiliency, including providing measurable flooding relief at a specified location within the Cape Fear, French Broad, Lumber, Neuse, Tar-Pamlico, and/or White Oak River basins. Proposals must identify project site(s), options for property (e.g., easement), conceptual design and monitoring of natural infrastructure flood mitigation project (s). Proposals must estimate the number of acre-feet of flood storage capacity and reduction in peak flows within the specified watershed or sub-watershed. Proposals may describe the concept of a full buildout flood mitigation project. A phased development description should include affected properties, required infrastructure, anticipated combination of financial resources, referenced municipal planning project sources, Blueprint etc. Vendor offers must distinguish the phase of the flood mitigation project to be considered in response to this RFP. Any awarded contract will begin immediately and not based on a timeline contingent upon any other phased development activity. No incentive will be awarded to projects based on size, but preferrable consideration will be given to those projects with measurable flood relief to be accomplished when constructed. Contract(s) will be awarded to projects with achievable standalone goals regardless of prior or future phases. Note: DMS is not requesting stream, wetland, riparian buffer, or nutrient offset compensatory mitigation projects in this RFP.
