For the Low-income Heating Emergency Assistance Retrofit Task Weatherization Assistance Program (HEARTWAP). SMOC is a subgrantee for the Executive Office of Housing & Livable Communities (EOHLC), which utilizes federal funding, ( HHS) , to perform heating system work for low-income residential dwellings. Work to be completed includes heating system repairs and replacements, oil tank replacements, clean and tunes, chimney liners, some water heaters SMOC currently manages state and federal grants in South Middlesex County, portions of Worcester County and Norfolk County, and the Blackstone Valley area.
