CreateTO is seeking the services of a qualified architectural consultant to undertake a site evaluation, architectural test fits, options analysis, conceptual designs, and planning approvals to support the development of a new Toronto Fire Services fire hall within the Malvern community in Scarborough. The scope of work is divided into two phases, however CreateTO will only be awarding Phase I at this time. Following completion of Phase I and selection of the preferred site, CreateTO may exercise its option to proceed with Phase II Services with the selected proponent or go back out to the market. Phase I: Site Evaluations, Architectural Test Fits, Options Analysis and Conceptual Design For up to three (3) site evaluations, conduct architectural test fits, options analysis, and conceptual designs to evaluate the feasibility of developing a new fire hall. The study will inform the site selection process and establish preliminary development concepts for a new fire hall, identify operational, technical, and planning considerations, and provide the information necessary to support future project implementation, budgeting, and municipal planning approvals. Phase II: Planning Approvals (Optional) Following completion of Phase I and selection of the preferred site, CreateTO may proceed with the planning approvals for the site (Phase II). Phase II includes the architectural services required to support the preparation, submission, review, and approval of Official Plan Amendment (OPA), Zoning By-law Amendment (ZBA), and Site Plan Approval (SPA) applications, as required.
