The George Coon Public Library Board of Directors (GCPL) is seeking a Construction Manager at Risk (CMAR) for an expansion and renovation project at its current facility located at 114 South Harrison Street in Princeton, Kentucky. The project is partially funded by a CDBG award. The purpose of this solicitation is to receive proposals from qualified CMAR firms to deliver construction management services to implement improvements to the library. The successful CMAR will also provide a Guaranteed Maximum Price (GMP) based on completed construction documents prior to award of the final CMAR contract. 2. The project consists of the construction of a two-story addition to the existing GCPL facility, as well as renovations to certain areas of the existing facility. Refer to attached design packet. 3. The preliminary opinion of construction cost is $3,400,000. 4. The anticipated construction schedule is as follows: a) Design Complete. b) Construction - To begin by December 1, 2026, and be completed by December 1, 2027. c) Substantial Completion of Construction - By October 1, 2027. 5. The CMAR team must have experience as the construction manager at risk for the construction of a minimum of five (5) projects with a preference for at least one (1) completed, comparably sized and complex public or municipal project. 6. The specific scope of work for the selected CMAR for the project will be defined in the construction manager agreement; however, at a minimum the following services are required of the CMAR: a) Provide bidding services including cost estimating, value-engineering, constructability reviews, scheduling, phasing plans, etc. b) Provide and maintain Request for Information (RFI) and submittal logs. c) Develop and maintain a master project schedule. d) Prepare and maintain a cash flow analysis. e) Define and prepare scopes of work for bid packages and lead first tier subcontractor vetting and scope of work-bid confirmation. f) Develop a site management plan. g) Provide construction management and general contracting services. h) Develop a phasing and sequencing plan. i) Establish and maintain quality control standards. j) Provide a Guaranteed Maximum Price (GMP) for the entire project. 7.
