Colas Hoffman LLC, Construction Manager/General Contractor ("CM/GC") for Jefferson HS Modernization ("Project") being performed for School District No. 1J, Multnomah County, Oregon ("Portland Public Schools" or "Owner") requests sub-bid proposals for Bid Package #6 - Site Demolition, Concrete Unit Masonry, Below Grade Waterproofing, Theater Specialties, and Civil & Earthwork. Statements made at this meeting and site visit by representatives of the Contractor, Owner, Architect, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP. Bidders must be properly licensed with the Oregon Construction Contractors Board (CCB) at the time of bid. For landscaping work, bidders must be properly licensed with the Oregon Landscape Contractors Board (LCB) at the time of bid. Bidders are required to file a $30,000 Public Works Bond with the CCB in accordance with ORS 279C.836 EXCEPT exemptions allowed under paragraphs (7) or (8) will not be permitted. Due to the scheduled start of the work, the $30,000 Public Works Bond must be on file with the CCB at the time of bid. This is a prevailing wage project. Bidders must comply with requirements of the prevailing wage law in ORS Chapter 279C, including Amendments established by HB 2688 related to off-site fabrication. Workers must be paid not less than the Prevailing Wage Rates for Public Works Contracts in Oregon; effective January 5, 2026, including Amendments dated February 18, 2026. Wage rates are available online Owner and Contractor are committed to promoting and stimulating the growth of Certified Businesses. Project has a goal to award at least 25% of the total amount Contractor pays Subcontractors to firms certified by the State of Oregon Certification Office of Business Inclusion and Diversity (COBID), State of Washington Office of Minority and Woman Business Enterprises (OMWBE), or certified by states of Oregon, Washington and California US DOT as a Disadvantaged Business Enterprise (DBE). Prime-tier Subcontractors that are not Certified Firms will have the same goal to utilize lower-tier Certified Businesses for 25% of their Subcontract value.
