he City of Albion is soliciting Statements of Qualifications for engineering services to assist the City with professional engineering services in compliance with EGLE CWSRF equivalency requirements. The agreement will ultimately be on a lump sum, fixed price basis with payment terms to be negotiated with the selected Re spondent following the selection based on qualifications. The services to be provided will include, but not be limited to: 1. Complete all EGLE CWSRF documentation as required to secure project funding including but not limited to Part I , II, and III applications, Fiscal Sus tainability Plan, DBE documentation , FFATA reporting requirements, BABA documentation, Davis Bacon Act documentation, assistance with EGLE En gineering review of project plan including possible modification to project planning documents, EGLE environmental review, and all other require ments which may become required. 2. Pre-design investigations including collection of existing underground utility data and pavement borings to a depth of at least 2' below the lowest part of a sewer where replacement occurs. The frequency of pavement borings will be at a maximum spacing of 500' with a minimum of two borings per segment (eg. sewer replacement less than 1,000 feet requires a minimum of 2 borings). 3. Topographic survey of the proposed improvement locations including boundary information as needed for the completion of the proposed work. The topo graphic survey will extend a minimum of 10' beyond the right-of-way and in clude all surface features as well as accessible or known underground utilities. 4. Design the system improvements, apply for all required permits, provide construction engineering, and all asset management plan updates. 5. Prepare the construction bid package in conformance with applicable federal requirements and supervise the bid advertising, tabulation, and award pro cess, including preparing the advertisements for bid solicitation, conducting the bid opening, and issuing the notice to proceed. Provide all required infor mation for cross cutters, including any subconsultants. 6. Assist in conducting the preconstruction conference. 7. Field staking, material testing (aggregates, concrete, HMA, and density), and on-site supervision of construction work, and preparing inspection reports. 8. Review and approve all contractor requests for payment including certified pay rolls and submitting approved requests to the governing body 9. Creating Financial Status Reports as needed for submittal to EGLE. 10. Coordination with EGLE regarding eligibility of any changes in the proposed work. 11. Providing record drawings to the City upon project completion. 12. Conduct the final inspection and testing.
