In general , and without limitation, the Work under this Contract includes , but is not necessarily limited to, furnishing all labor, services , equipment , materials , and incidentals necessary to complete roadway and parking lot improvements throughout the Town of Eastham, Massachusetts . Work includes , but is not limited to , clearing and grubbing; roadway and parking lot grading and leveling ; asphalt placement , including installation of Cape Cod berms and tie-ins to, or reconstruction of, existing driveways ; installation of drainage structures and piping; installation and adjustment of risers for existing water valves and catch basins ; pavement line striping, parking spot striping and miscellaneous pavement markings ; loam and seed ; and all other miscellaneous and incidental work necessary to complete the Work in accordance with the Contract Documents . Each Bid shall also be accompanied by a Bid security in the form of a bid bond or certified, treasurer's, or cashier's check in the amount of 5 percent of the value of the Bid . All Addenda must be acquired electronically. Any amendment to the Bid documents shall be issued through written Addenda and posted online accompanied by e-mail notification to every individual or firm on record as having received the Bid documents . It is the intent of this Contract to begin construction in or around November 2026 , and to complete all construction activities within 230 calendar days from Notice to Proceed . Successful Bidder must furnish 100 percent Performance Bond and 100 percent Payment Bond with a surety company acceptable to the Owner. Minimum Wage Rates as determined by the Executive Office of Labor and Workforce Development under the provision of the Massachusetts General Laws , Chapter 149 , Sections 26 to 27D , as amended , apply to this project . State Minimum Wage Rates are contained in Appendix B of the Contract Documents . This project requires compliance with the Department of Environmental Protection's Diesel Retrofit Program . The bidding and award of the Contract shall be in full compliance with Section 39M of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised .
