This is a service / maintenance or supply contract in Albuquerque, New Mexico. Contact the soliciting agency for additional information.

The New Mexico Mortgage Finance Authority (Housing New Mexico | MFA) (Housing New Mexico) is releasing an RFP for the procurement of a provider of weatherization services for multi-family housing units. The purpose of this Request for Proposals (RFP), issued pursuant to Housing New Mexicos Procurement Policy, is to solicit proposals from qualified Offerors capable of providing multi-family weatherization services from 2027-2032. Housing New Mexico is the direct grantee for DOE WAP funding, which will be allocated through a competitive process to eligible Offerors. Housing New Mexico will enter a weatherization contract for the Program Year (PY) 2026-2027 for training purposes and PY 2027-2028 for multi-family weatherization implementation with the successful Offeror. During the Offerors training process, units are allowed to be completed within PY 2026-2027. Any remaining funding and associated units to be completed will be carried over into PY 2027-2028. Housing New Mexico operates the NM Energymart Program (NME Program), a Weatherization Assistance Program (WAP) funded by the U.S. Department of Energy (DOE) and other funding sources through which Service Providers weatherize homes for income-eligible homeowners and renters, residing in either a single family unit or a multi-family complex. The mission of the WAP program is to reduce energy costs for low income families, particularly for the elderly, people with disabilities, and families with young children by improving the energy efficiency of their homes while ensuring their health and safety. The Program uses the most advanced technologies and testing protocols available in the housing weatherization industry. In addition to the comfort, health benefits, and energy savings for the household, energy conservation resulting from the efforts of state and local agencies helps our country reduce its dependence on foreign oil and our carbon footprint.
