The leachate storage ponds with conceptual location of the evaporation systems are shown on the "Tomoka Farms Road Landfill - Leachate Evaporation System Demonstration" plans included as Exhibit A to this Request for ProposalsThe leachate evaporation system with a weather-informed control system may be temporarily (shortterm lease) or permanently (leased to own ) installed depending on the system's performance and other County requirements. The installed evaporation systems are to be designed and installed to achieve an average evaporation rate of 100,000 gallons per day (gpd) for a 6- month performance period. The evaporation system shall be designed so that condensate falls within the boundary of the leachate ponds. The County will provide access to pond inflow pipe locations ( 3 total) for leachate (1) and gas condensate (2; 1 each pond ) and available records to assist the Contractor with preparing an evaporation system performance measurement, monitoring, and reporting plan. Contractor shall provide means and methods to measure rainfall and natural evaporation to demonstrate evaporation system performance above ambient conditions. The County will implement the plan under the Contractor's supervision . An approved plan will be required within 30 days of the Notice to Proceed . The following items are included in this RFP: 1. Mobilization: Mobilization and installation of the evaporation system . 2. Lease-with-Return Leachate Evaporation Systems: 6-month lease to demonstrate system performance; a measurement, monitoring, and reporting plan for the County to record daily performance; 40 hours of consulting with the County during the demonstration period ; and evaporation system decommissioning and removal from the County's property. The Contractor is required to provide system maintenance during the leasing period with the objective of meeting the average evaporation rate of 100,000 gpd for the 6-month performance period. 3. Lump Sum Buy Out Leachate Evaporation Systems: Cost to purchase Evaporation System and 2-year service contract following the successful 6-month lease period. The Contractor is required to provide system maintenance during the leasing period with the objective of meeting the average evaporation rate of 100,000 gpd for the 6-month performance period. 4. Demobilization: The work specified in this section consists of the preparatory work and operations in demobilizing all equipment and appurtenances on the project. The Contractor shall provide Grand Total Costs for both the Lease-with-Return and the Lump Sum Buy Out options to be considered responsive
