On behalf of the City of Hagerstown Light Department ("HLD"), GDS Associates is administering a Request for Proposals ("RFP") for a Battery Energy Storage Systems ("BESS") project located in Hagerstown, Maryland. The BESS shall be interconnected to the 34.5-kV bus at a substation. Bidders are asked to provide pricing for three sizing alternatives: two 4 MWac units (8 MWac total), a single 8 MWac unit, and two 8 MWac units (16 MWac total). The project is intended to support HLD's transmission peak-management objectives, with proposals requested under the two Energy Storage Services Agreement structures described in the RFP: Capacity and Availability Guarantees and Peak Clipping Guarantees. To participate in the RFP, interested bidders must submit a completed version of "Attachment A - Notice of Intent to Respond" by 5:00 p.m. Eastern on October 6. Bidder questions are due by 5:00 p.m. Eastern on October 2, 2026, and formal responses will be distributed on October 13, 2026. The City of Hagerstown reserves the right to accept proposals individually or collectively, to accept or reject any or all proposals, waive any informalities, and take whatever action is in the best interest of the City of Hagerstown.
