Site work, environmental remediation and new construction of a mixed-use development in Cortland, New York. Completed plans call for the construction of a playground / park / athletic field; for site work for a municipal facility; and for environmental remediation for a municipal facility.
Environmental remedial construction and construction of a dog park, including an environmental cover system. As per Addendum 1 The question period has been extended to noon on October 9, 2026. Questions regarding any part of the RFP must be submitted in writing via e-mail to Randi Mowry, City of Cortland Purchasing Manager rmowry@cortlandny.gov and Nick Coulombe with C&S Engineers at NCoulombe@cscos.com. All written requests for RFP clarifications or questions must be received via email. These General Conditions require, among other things, that a bidder for a City contract submit a utilization plan which shall identify certified Minority or Women Owned Business Enterprises which the bidder/proposer intends to use in connection with the performance of the proposed City contract. Such a utilization plan shall be submitted after bids are opened but prior to contract award. The goal is 30%.
