The services include preparation of a Corridor Planning Study and Corridor Action Plan for State Route 16 from O'Bannon Avenue in the City of Newark east to State Route 146, in Licking County, with a corridor length of approximately 8 miles. The purpose of the study is to evaluate the feasibility of improving safety and mobility on SR 16 between these termini while advancing the long-term goal of converting the corridor to a limited-access facility, and to organize that vision into prioritized, fundable projects. The study focuses on three existing at-grade intersections along SR 16: Dayton Road (CR 260, City of Newark), Marne Road (CR 585, Madison Township), and Licking Valley Road (CR 668, Madison Township). Major work elements include: project management and coordination with ODOT District 5; data collection and existing-conditions traffic and crash/safety analysis; definition of the environmental study area and preparation of a Red Flag Summary in ODOT Office of Environmental Services format; development of a datasupported corridor Purpose & Need and design-year No-Build operations analysis; development and screening of a reasonable range of corridor improvement concepts (access management, grade separations, interchange alignments, frontage/backage roads, at-grade closures or consolidations); public and stakeholder engagement; and a recommended corridor strategy with a conceptual schematic. The study concludes with a Corridor Action Plan that divides the corridor into prioritized, independently fundable interchange/access projects, each defined with logical termini and independent utility (23 CFR 771.111(f)), with planning-level cost estimates, a perproject development path, and a funding strategy. This agreement is Non-Let. The study is procured, funded, and administered by LCATS using local funds; no construction contract plans are included in this agreement. Individual projects identified in the Corridor Action Plan are anticipated to be delivered as ODOT-Let or Local-Let LPA projects Prequalification Requirements for This Agreement Are Listed Below. For All Prequalification Categories Other Than Financial Management System Evaluation the Requirement May Be Met by the Prime Consultant or a Subconsultant.
