Restoration of a 233-acre site at the western tip of Grand Island to create and enhance approximately 84 acres of self-sustaining aquatic and riparian habitat as compensatory mitigation for the American River Common Features (ARCF) project. Work includes approximately 108,000 cubic yards of excavation to establish a tidal channel network and construct an interior habitat bowl with islands and peninsulas, breaching an existing berm to connect the site to Steamboat Slough, constructing on-site landforms using excavated material, and managing excess excavated material through designated fill areas and, if necessary, off-site transport by barge. The project also includes revegetation activities to establish a continuous riparian corridor through the planting of water-tolerant trees, shrubs, later-successional trees, and native grasses; transplanting and maintaining elderberry shrubs to protect the Valley Elderberry Longhorn Beetle; and installing irrigation for transplanted vegetation. Additional work includes stabilization of the berm breach using a hybrid bioengineered design consisting of a quarry stone riprap toe, erosion control fabrics, and live willow cuttings. Construction requires installation and removal of a temporary 250-foot-long steel sheet pile cofferdam to isolate the in-water work area, with all in-water activities restricted to the environmental work window between July 1 and October 31. The Government currently estimates the magnitude of construction for the potential project is between $15,000,000 and $20,000,000.
