Architect-Engineering (A/E) services are required to provide schematic design, design development, construction documents, technical specifications, construction period services, site visits, cost estimates, as-built documentation, and related professional services for Project 528A5-27-503, Replace Flat Roof. The project involves developing a comprehensive conditions report and design documents for replacement of existing flat roofs on Buildings 4, 5, 6, 7, 8, 10, 36, 37, 118, and various connecting tunnels. The conditions report shall be based on a thorough investigation of existing conditions and include estimated costs and recommended improvements. The design phase will incorporate selected repairs and improvements that align with the VA construction budget. Existing conditions must be tested and verified, including evaluation of drainage systems, roofing materials, masonry, fall protection systems, rooftop equipment, asbestos-containing materials (ACM), insulation, and structural integrity. Proposed improvements may include redesign or reconstruction of support structures, drainage system modifications, roof type changes, and restoration of parapet walls to mitigate water intrusion and resolve legacy issues. In addition to roof repairs and modifications, interior drainage piping associated with roof drains shall be replaced for a minimum of ten feet from each roof drain, unless otherwise coordinated with the VA due to practicality, accessibility, or existing conditions. The A/E contractor shall provide all required design and contract support services and deliver 100% bid-ready construction documents within 255 calendar days from Notice to Proceed. Services require expertise in roofing systems, structural repairs, drainage design, investigative services, healthcare facility design, temporary systems, historic building preservation, environmental services, and post-award construction support activities.
