The intention of this Harris County Competitive Sealed Proposal (CSP) is to solicit offers for modernization of six (6) Kone in-truss escalators at Harris County Civil Courthouse at 201 Caroline St., Houston TX 77002. The scope includes the replacement of critical mechanical, electrical, and safety components. Modernized escalators shall meet or exceed current speed of 100 FPM. The work shall be performed while retaining the existing cladding and truss maintaining operational safety and efficiency throughout the modernization process. Refurbished, reconditioned, rebuilt or remanufactured components will not be accepted. Contractors shall provide sufficient labor to modernize two (2) escalators at a time. The objective of this project is to enhance the safety, performance, and aesthetic of the escalators by modernizing key escalator systems and components, ensuring compliance with current safety standards, and improving the overall efficiency of the escalators. Respondent understands if funds are not appropriated or otherwise become unavailable, the County may terminate the Contract and/or option, in whole or in part, without penalty or further obligation to the Proposer, except for amounts lawfully owed for goods or services properly provided before the effective date of termination. Any contract resulting from this solicitation will be subject to the availability of funds and shall not be construed as creating a debt on behalf of Harris County in violation of Article III, Section 49a of the Texas Constitution. There will be a PRE-PROPOSAL CONFERENCE on October 14, 2026, at 10:00a.m . CST, local time Houston, TX to be held at 201 Caroline St., Houston TX 77002 (Harris County Civil Courthouse).
