Butte County Resource Conservation District (BCRCD) is seeking bids from contractors qualified to implement the Humbug Road Realignment Project, a road reconstruction and new construction project for 2027. Humbug Road (BU91513) is a regional haul route constructed and maintained through a cooperative agreement between the U.S. Forest Service (Lassen National Forest), and Butte County Public Works (BCPW). Through this project, Humbug Road will be realigned to bypass the Willow Creek Meadow. The work consists of a Base Bid project and two Add/Alternate Bid item. A complete bid includes pricing for the Base Bid and both Add/Alternate Bid items. All bidders must provide pricing for all items. Based upon Forest Service actions and available funding, a contract, if awarded, will be awarded for the Base Bid only, or the Base Bid together with Add-Alternate Item 1 (clearing/grubbing), or the Base Bid together with both Add-Alternate Item 1 (clearing/grubbing) and Add-Alternate Item 2 (decommissioning). Licensing: Contractors must hold a Class A General Engineering Contractor's License. The project area is at 6,000 feet in elevation, so the construction season is short. In some years, it is only from June to October. It is the contractor's responsibility to investigate site conditions and accessibility before mobilization. Due to unforgiving funding deadlines, construction must be finished by August 15, 2027.
