Update the previously completed design package to bring all drawings, specifications, calculations, and supporting documents into compliance with current VA design standards, codes, guidelines, and best practices. Develop an updated Independent Government Cost Estimate (IGCE) and provide solicitation support services required for the procurement of construction. The existing design is 100% complete but requires updating due to the time elapsed between design completion and the anticipated construction solicitation. Provide solicitation support services throughout the procurement period, including attendance at the pre-bid site visit and project walk, responding to contractor technical questions and requests for information within five calendar days, and preparing addenda as necessary to revise specifications and drawings. Provide Construction Period Services (CPS) following award of the construction contract, including responding to requests for information, reviewing submittals, preparing air emissions permit and land disturbance permit application forms, completing site visit reports, reviewing modification requests, developing punch lists, and delivering record drawings. The A/E shall assume responsibility for all aspects of the design and possess the expertise necessary to address issues that may arise during solicitation and construction. The Method of Contractor Selection has not been determined at this Time.
