The Sussex County Engineering Department is seeking proposals from qualified contractors to replace three (3) Water Source Heat Pump HVAC Units at the Public Safety Complex located at 21911 Rudder Lane, Georgetown, DE 19947. Site visits will be required of all contractors prior to submitting a proposal (see Invitation to Bid and Instructions to Bidders). 1.02 Contractor Scope of Work A. The project generally consists of all labor, materials, equipment and services required for disconnecting, removing and replacing WSHP- 1 , 2 and 3 , along with piping, ductwork and wiring indicated to be demolished in the contract documents. Contractor shall furnish and install all equipment, piping and ductwork as shown in the contract documents. B. Furnish and install new WSHP-1, 2 and 3. Contractor shall furnish and install all equipment, piping, ductwork, line voltage and low voltage wiring as shown in the contract documents and required for a fully operational system. C. Installation shall be phased such that one (1) WSHP is offline at any given time. Only once the new WSHP is online and fully operational can demolition of the next unit begin. D. Contract with the Sussex County controls vendor, Siemens, for low voltage control work and modifications to the existing Building Automation System. E. Furnish and install one set of standard pleated filters (MERV-8). Provide one set of spare filters. F. Provide complete startup, balancing and commissioning services. G. Bid price shall include all materials, labor, and equipment as required to complete the above scope of work. Contract Term : 100 Consecutive Calendar Days Each bid must be accompanied by a bid guarantee equivalent to ten (10) percent of the amount of the base bid and all alternates. The bid guarantee may be a certified check or a bid bond secured by a surety authorized to do business in Delaware. Question Deadline 11/02/2026 all Contractor questions must be submitted in writing to Thomas Van Dyke of the Engineering Department at thomas.vandyke@sussexcountyde.gov no later than five (5) business days prior to the bid opening. Sussex County reserves the right to extend the time and place of the bid opening on not less than two (2) calendar days' notice by electronic means to those who have obtained copies of the Contract Documents. Sussex County reserves the right to waive irregularities and reject any or all bids.
