Site work for a water / sewer project in Burns Lake, British Columbia. Completed plans call for site work for a water / sewer project.

The Regional District of Bulkley-Nechako (the Regional District) is seeking a qualified proponent to design, develop, and install a Supervisory Control and Data Acquisition (SCADA) system as typically used in a municipal environment for the Fort Fraser Water Utilities. The SCADA system must provide access to control pumps, sensors, alarms, and chlorine dosing from both the administration office in Burns Lake (desktop computer) as well as remote access (mobile device). System data must be consistently recorded and allow access to historical data quickly with downloading capabilities. We are open to recommendations to allow better monitoring and system management. The Fort Fraser Water system must operate independently of the SCADA system. In the event of a connectivity failure, the water system must operate without any interruption. The proponent should feel comfortable providing additional recommendations to bring the current system up to utility sector standards, including additional cost estimates and rationale for proposed component upgrades and scope amendments to work already included in this SCADA RFP. The system will require at a minimum, a new primary control panel to accommodate the SCADA system. Other components should be integrated if possible and replaced if necessary. Proposals that include ongoing support for system trouble shooting and training will receive higher scores in the evaluation process. Question Deadline 11/02/2026 at 4:00 PM PT Inquiries regarding the RFP may be directed by email to bid@rdbn.bc.ca. Replace the existing control arrangement with a coordinated controls platform capable of SCADA integration, remote monitoring and authorized remote control while retaining existing process equipment where suitable Two wells discharge through separate process piping into the system feeding the water tower. o Well No. 1 and Well No. 2 each have a Franklin Electric VFD's. o Both VFDs are presently controlled in AUTO from the tower transducer signal, while otherwise operating as stand-alone units. The old control panel remains involved in tower-demand control, well-depth cable connections and 120 V control power to the new VFDs. o Each VFD includes a 120 V relay interface that runs the associated chlorine pump when the well pump operates. o The old control-panel selector switches do not select which new VFD operates. Current selection is performed locally at the VFD enclosures.
