Restore, modernize, and sustain critical airfield infrastructure at Robins Air Force Base through a build-only execution approach using a 100 percent Government-furnished design package. Work includes rehabilitation of Runway 3901 pavement and shoulders, restoration or replacement of the south runway overrun and associated infrastructure, potential south overrun contingency work, repair of Taxiway C (Facility 3931), and correction of drainage and storm-drain disposal deficiencies at Facility 8700. The objective is to improve safe, reliable, and mission-ready aircraft operations while addressing deteriorated pavement conditions, cracking, displacement, rutting, drainage deficiencies, pavement markings, and related supporting infrastructure. The required approach must address pavement restoration, shoulder repairs, runway and taxiway improvements, stormwater and drainage management, pavement markings, environmental controls, utility coordination, quality control, testing, inspection, and turnover requirements. Solutions must consider ongoing airfield operations, restricted access, congested work areas, construction staging limitations, safety requirements, and mission continuity. Respondents must demonstrate experience performing comparable Government runway and taxiway construction, repair, or replacement projects in operational and secure environments, including flightline and restricted-access areas. The anticipated construction effort is estimated between $58 million and $108 million and will require construction phasing that minimizes disruption to aircraft operations while managing schedule, safety, environmental, and construction risks. Proposed solutions should address constructability, site logistics, utility outage coordination, risk management, storm-drain and drainage integration, and collaboration with Government stakeholders to support efficient project execution.
